The 2nd European 4D Conference: Date, Speakers and Registration Now Open

On Tuesday, October 28th, 2025, the headquarters ofAccent Obert (at the Catalan Architects’ Association, COAC building)in Barcelona will host a new edition of the European 4D Conferenceon Democratic Digitalisation and Digital Rights. This major annual event—led by Xnet and Accent Obert. The conference will run from 9:15 a.m. to 9:30 p.m. and is open to all individuals, organisations and institutions interested in exploring pioneering efforts to promote democratic digitalisation and personal digital sovereignty.

Confirmed speakers include tech policy expert Rasha Abdul Rahim, author and activist Cory Doctorow, Sovereign Tech Fund co-founder Adriana Groh, B. Cavello from the global network Public AI Arvind Gupta, from The India Stack.

Speakers will also include Simona Levi and Sergio Salgado (Xnet) and Genis Roca (Accent Obert), Miquel Estapé (AOC), Gerard Sentís (M4Social) and journalist Quique Badia Masoni. The programme also features audiovisual content byEl Mundo Today and The Juice Media Honest Government Ads. , and will close with a participatory game on how to respond to internet shutdowns.

A key forum for Catalonia’s digital society

The 4D Conference is a forum for discussion on digital rights, their violations, and the changes and solutions needed to prevent them. It facilitates the exchange of experiences around public policy and civic action, and aims to produce practical proposals for both national and international public administrations and civil society.

The event will be multilingual, with simultaneous translation into Catalan, Spanish and English, and is free to attend with prior registration.

The conference website provides two registration forms: a general registration and another to obtain an official training certificate accredited by the University of Barcelona and the Department of Education (available only until October 21st).
